[Customizable dashboard][Quick actions] 'Create form' button duplicates 'Create content' button

    Description

      Steps to reproduce:
      1. Login to Ibexa DXP
      2. Click on 'Create form' button

      Actual result:
      Default COTF is opened. 'Create content' & 'Create form' work in the same way

      Expected result:
      'Create form' should be more linked to forms (may need UX input here)
