Clicked inactive dropdown becomes blocked.

Steps:

1. Go to Roles in admin panel.
2. Select any role.
3. Go to Assignments tab.
4. Click Assign user/group.
5. Scroll down to limitations.
6. Choose sections from radio button.
7. Expand the dropdown.
8. Choose no limitations from radio.
9. Click on the inactive sections dropdown.
10. Choose sections from radio button.
11. Try to expand the dropdown.

Actual result: Dropdown is blocked until page is refreshed.

Remarks: Problem is universal, occurs also on "create new translation" pop-up when using automated translation services.
