Description: Send to review flow. The send to review modal view has several elements that we can improve - they do not look/behave correctly.

Steps: Go to content - create article - send to review - modal send to review opens

Actual: 1. The send to review button should be moved to the left, in addition we still have x displayed, we should have send and discard.

2. The text field with message for reviewer should be displayed from the beginning, not only after entering reviewer.

3. The header should be changed to send to review
