Preconditions:

More than 9 layouts for page builder.

Steps:

1. Go to Content structure
2. Click Create content
3. Select Landing Page and confirm

Actual  & expected result:

Select layout modal is opened and in the modal footer it should be sticky bar with buttons with bottom padding 24 px (See: https://www.figma.com/file/WLjvvLskcZaNAxrOcSHBUt/UX-improvements-in-4.6-LTS-%2F-Drag-and-drop-experience-in-Page-Builder?type=design&node-id=5017-136632&mode=dev)
