Preconditions:

10 layouts templates added to the application.

Steps:

1. Go do Dashboard Builder or Page Builder

2. Select layout modal is opened

3. Hover the mouse over bottom layout, if it's necessary scroll down while hovering

Actual:

Tooltip with the name of the layout is displayed in the wrong place and can cover the action buttons. When tile is not completely visible, tooltip can be displayed on the top of the tile. For now it's displayed on top, but the more user can see it (by scrolling down) tooltip moves to the bottom of the modal.

Expected:

Tooltip with the name of the layout is displayed at the bottom of the tile, but if the tile is partially hidden it can be displayed on the top and should not cover the buttons when hovered with the mouse.
