[Top bar] - site context drop-down should not dissapear when we enter different tab/feature

    Description

      When you enter a tab different than Content structure, then the dropdown: Site context is disappearing from the Top bar.

      e.g.

      Content structure:

      Media:

       

      Expected:

      dropdown: Site context should be always displayed in the top bar,
      *if it's not applicable in some features we can disable it (UX team recommendation)
