Admin search set to either Legacy or Elasticsearch does not respect quotes

steps:

search for "My first article" using double (or single) quotes

click search (magnifying glass)

The results will return ALL matching content containing any of those those words

Desired results would include only matching that exact phrase of words.

Solving for:

When the editor knows what they want to search and results should be narrowed

When the generic terms yield very large and unusable results
