Steps to reproduce:

1. Clean installation of eZ Platform v2.5 or Ibexa DXP v3.3.
2. Add user/password policy to Editor role.
3. Create new user as Editor.
4. Login and try to change password.

Result:
User cannot change the password, the following exception occurs: The User does not have the 'password' 'user' permission.

Expected result:
The user is allowed to change the password.
