When creating a new Translation for Content, a dialog appears which allows selecting a language for the new translation and a translation to be used as a base for a new one.
When no base is selected, the main translation is used instead.

Steps to reproduce:
1. Clean installation of Ibexa DXP v3.3
2. Log in to the back office as an admin user and add a new Language "French (fre-FR)".
3. Create and publish a new Folder with the name set to Test EN.
4. Create a new French Translation for Test EN, but leave the "Base this translation on an existing translation" field empty.

Result
A new French translation will be based on the English translation.

Expected result
A new French translation will have all translatable fields empty.
