After feedback from the community, we'll remove the constrains added to webin interface in 3.9 which disables certain views

• ezwebin must no longer add the following restrictions to override/site.ini.append.php:

• The message "The ability to edit classes and templates have been disabled in the Administration Interface in order to comply with the warranty in the eZ Publish Now service (...)." must be removed from the setup wizard
