Missing activation of siteaccess extensions in soap.php

    Description

      In soap.php, siteaccess exensions are not activated.

      I have an extension (kake) with a soap client and server, like described here:

      http://ez.no/products/ez_publish_cms/documentation/development/libraries/ez_soap/hello_world_example_ez_publish_3_5

      I tried to have a exension/kake/soap.ini with

      [GeneralSettings]
      EnableSOAP=true

      But it does not work because the extension (kake) is only activated as a SiteAccessExtension in my "tullefant" siteaccess.

      [ExtensionSettings]
      ActiveAccessExtensions[]=kake
