Create button is active before selecting location.

Steps:

1. Go to Content / Content structure.
2. Click Browse.
3. Click the "+" create button.
4. Select Content Type.

Actual result: Create button (at the bottom) is inactive because no location was selected.
Expected result: The "+" create button becomes active after selecting location.

Remarks: While the "Create new content" strip is displayed it is possible to guess and try and select some location "beneath" it but that's not great user experience.
