Repository forms only supports creating content without an intermediate, interactive draft. The backoffice requires drafts support.

The spike must target creating a new content item by going through a draft:

• triggering creation, probably by using a POST action (creating a draft is not a safe operation)
• choosing the target language(s)
• displaying the creation form
• actions: publish, discard draft, save draft

Things to look for, prototype & document:

• ways to trigger content creation (and select a content type + location)
• routes & arguments
• the required interaction to cover language selection & translation of content
• possible missing pieces of the repository forms API
