Legacy template fallback not working on 5.3

    Description

      On 5.2, the usage of Legacy template fallback following the documentation https://doc.ez.no/display/EZP/Legacy+template+fallback

      parameters:
    ezpublish_legacy.default.module_default_layout: AcmeDemoBundle::layout_legacy.html.twig
    ezpublish_legacy.default.view_default_layout: AcmeDemoBundle::layout.html.twig

      Allowed to override the fallback template. However, in 5.3 it will always fallback to eZ Demo
