serialized_siteaccess can cause urls that are too long for Hinclude sub-requests.

    Description

      HInclude subrequests include a serialized version of the SiteAccess representation, with all the configured siteaccesses/matching info.

      If the list is long enough, the generated sub-request URLs can become too long.
      It appears that in certain situations, this can cause the request to fail with a "404 Not Found".
