The Setup wizard can be moved, along with its dependencies, to an eZ\Bundle\LegacySetupWizardBundle.

Ideally, we would also create a dedicated env. + front-controller so that this bundle is only loaded for setup. DistributionBundle could then be moved there for consistency, and since it shouldn't be used in production.
