        Removing (or commenting) the following from your admin override.ini.append.php fixes this issue:

        [window_controls]
        Source=window_controls.tpl
        MatchFile=window_controls_user.tpl
        Subdir=templates
        Match[navigation_part_identifier]=ezusernavigationpart

        Hi Marko, from the docs...

        http://doc.ez.no/eZ-Publish/Upgrading/Upgrading-to-4.6/Upgrading-from-4.5-to-4.6

        Step 6: Additional upgrade step

        Update "override.ini.append.php"

        Content panes are not visible on the "User accounts" tab in the back-end. To fix it on an already-installed eZPublish, remove the following rules from your "override.ini.append.php" for your admin siteaccess:

        [window_controls]
        Source=window_controls.tpl
        MatchFile=window_controls_user.tpl
        Subdir=templates
        Match[navigation_part_identifier]=ezusernavigationpart

        [windows]
        Source=windows.tpl
        MatchFile=windows_user.tpl
        Subdir=templates
        Match[navigation_part_identifier]=ezusernavigationpart

        The piece of docs you mention deals with solving this problem when upgrading eZP.

        But this bug is still present in the newer eZP versions (2012.08, 2012.09...) and should be resolved so that we don't have to change manually this lines on every eZP installation.

        See also the forum post I mention, and the github commit I mention there.
