order of HostUriMatchMapItems items is crucial when using host_uri matchorder

    Description

      The latter match rule is never checked when rules are in such order:

      [SiteAccessSettings]
MatchOrder=host_uri
HostUriMatchMapItems[]=www.example.com;fi;fin
HostUriMatchMapItems[]=www.example.com;fi_editor;fin_editor

      Other order fixes the problem.
