Setting order to priorty in a (webin/oracle) instalation shows strange results

    Description

      Changing the order of folder's with same priority using Drag&Drop gives different result's that is shown in the ordering table.

      Steps to reproduce
      Setup

   1. log in as admin in webin
   2. Create new folder "Getting started"
   3. Click on "Getting started" in top menu
   4. Create 3 subfolders below it : subA, subB and subC
   5. Verify that order in left menu is: subA, subB, subC

Variation 1. Put an menu item first in the menu

   1. Click "Sorting" icon in webin toolbar
   2. Set sorting to "Priority"
   3. Move subB before subA
   4. Activate change and validate that order is : subB, subA, subC

      After updating the order becomes subB, subC, subA, this only happens if the items have the same priority.
