Hi,

• Have an admin interface in french for exemple (RegionalSettings.Locale=fre-FR in site.ini.append.php for your admin siteaccess)
• Log in this siteaccess
• Click on "Administration"
• Clear the cache (all cache for instance)

When the page is reloaded after this action, the page has been generated in English (Top Menu, System links like "Logout", Right column, etc...).

If you click on another tab in the top menu, you'll get a new menu (in french) but all the "system elements" are still in english (because cache-block were generated and stored just after clearing the cache).

Clearing the cache from another place in the admin interface seems to use the good language.

Reproduced on a fresh installation on my laptop (Mac OS X Snow Leopard), on a Debian Virtual Machine and on a RedHat 5.3 server, both using PHP 5.3.3.
