Additional ini layer is required between original ini files and siteaccesses.

original ini files

This would be usefull on multilanguage site with custom design (taken from own extension) and one adminsite.

at the moment, i have to copy same ini settings on each siteaccess except admin.

I do not want to edit original ini files (not overrides).

Another case:
I need to set same design setting on each siteacess (except admin site), and for each siteacess i have to set different rootNode , but all "embed" settings has to be the same.
At he moment, if i add new settings to tag "embed", i have to copy manualy the same settings to all siteaccesses
