deprecate Charset setting in setting/i18n.ini since we only support UTF-8

    Description

      the Charset setting is being requested a lot of times during runtime, both for functions related to content input and content output.
      since eZ Publish 4.x requires UTF-8, there is no reason to maintain this setting.
      deprecate it, and gain a couple of CPU cycles.
