The “Grant access to one function” button is not active when defining new roles and policies.

Steps to reproduce

Steps to reproduce the issue:

Create user
1.Log in as admin in admin interface
2.Click "User accounts" in the top menu
3.Click "Editors"
4.Create a new user:
First name : te
Last name : st
Username : test
Password : test1
Confirm password : test1
Email : specify a email address the test user has access to.

Fix nofication permissions
1.Click "Roles and policies" in left menu
2.Edit "Editor" role
3.Click "New policy" button
4.Select "notification" in drop down
5.Click "Grant access to one function" button
