The "keep me updated" / notifications button in forums is missing in the latest version(s?) of eZ Publish.

This normally appears when a user with notifications permissions is logged in and viewing a forum.

The forum_topic.tpl file contains the line:

        {def $notification_access=fetch( 'user', 'has_access_to', hash( 'module', 'notification', 'function', 'addtonotification' ) )}

However this does not fit with the options available in creating permissions. It seems to be new.

Steps to reproduce

1. Login to user site as admin
2. Navigate to a forum topic or reply page.
3. (There is no "Keep me updated" button).
