In 3396, using IE7 to edit causes a bunch of extra line breaks to be added on publish.

This appears to only affect IE7.

Steps to reproduce

To reproduce, edit any page with more than one paragraph, don't make any changes, then publish. Extra breaks will be added wherever there were breaks in the original, effectively doubling. Subsequent edits make it double again.
