    Description

      (edited issue text since the patch has changed a lot since the issue where created)

      This patch gives a performance boost of up to 50% on systems with slow stat calls by removing the need to check modified time on ini files on each request.
      This is an opt in feature, meaning you'll have to explicitly enable it as described bellow.
