Currently it is hard to manually setup the webin extension, because of dependencies on the post-install script run from setup wizard.

The post-install functionality should be moved to user-land scripts, to ease this process, and to allow for more flexible installation, maintenance and upgrades of this extension.

This entails:

• Handle updates to template-look object
• Ease managing languages on the site
• Have skeleton siteacceses created for you modeled after the current method
• Update template_look object's language matrix for such changes
