After finishing the setup wizard, the "Template look" class doesn't belong to any class group. It should belong to the "Setup" class group as it was before (eZ 3.7, 3.8).

Steps to reproduce

Finish the setup wizard with the ezwebin site package.
Go to class/view/15, enable the class groups window.
At the bottom of the page no class groups show up.
