Review queue is displayed on Dashboard even without any workflow.

Steps:

1. Install eZ Platform EE clean.
2. Don't add any workflow configuration.
3. Go to the Dashboard.

Actual: Empty Review queue table is displayed.
Expected: Review queue is not displayed until at least one workflow configuration is added.
