The bottom part of a tooltip with custom tag settings is covered by "Discard" and "Submit" panel.

Steps to reproduce:

1. Open page builder on a small screen (13");
2. Add Rich Text Block;
3. Add Youtube custom tag
   Expected result: The window with the setting is visible.
   Actual result: Part of the window with settings is hidden (see screenshot).
