Created as a result of discussion in https://github.com/ezsystems/StudioUIBundle/pull/819

It would be useful to refactor the "I am not notified that" step so that it works faster. Would be also nice to create a NotificationBar object that will contain all useful methods for notification bar (getState, getText, close, refresh, isVisible etc.)

Note: this will probably require refactoring in Studio, Platform and maybe other bundles.
