Adding two blocks to new LP leaves the Drop here placeholder visible.

Steps:
1. Create new LP.
2. Add a block.
3. Add another block above.
Actual: "Drop here" placeholder becomes visible (screenshot 1).
Expected: Placeholder is not visible.

Remarks: After removing both blocks placeholder still stays (screenshot 2). When staring the action of dragging and dropping another block placeholder disappears.
