It's not possible to select a block in dropzone if the view is scrolled so that the block is placed right under the top action bar.

Steps:
1. Create a new LP (content layout independent).
2. Add at least one block.
3. Scroll the view so that the block is placed just beneath the top action bar.
4. Try to select the block.
Actual: It's not possible, nothing happens.
Expected: It's possible to select block, action menu appears.

Remarks: It's also not possible to drop another block above the block at the top.
