Technical

This banner should only be visible on the homepage.
The download section is already fetching the beta folder (https://github.com/ezsystems/ezplatform-com/blob/master/src/AppBundle/Controller/DownloadController.php#L52, https://github.com/ezsystems/ezplatform-com/blob/master/app/Resources/views/row/download_section.html.twig#L112), we can use the same approach for the notification bar.
