Description
When trying download file in another language, always getting the file in the default language

Steps to reproduce
1. Install eZ Platform 3
2. Add language e.g. French
3. Add a new file in Media
4. Translate added file in step 3
5. Try download file in French version (/content/download/{contentId}/file/{filename}?inLanguage=fre-FR) 

Actual
Always download file with the default language

Expected
Can Download file in specified language from URL
