Remove Selected locations panel from UDW when COTF is triggered

As a user, when I click on the Content On The Fly button from Dashboard ("+ Create" btn) and UDW shows up, I shouldn't be able to see the "Selected locations" panel. The rest of the options should remain available for the user.
