Hitting Enter always triggers first action from form.

Steps:

1. Log in to back-office as admin.
2. Go to Content / Content structure.
3. Start creating new Folder
4. Set focus on Name input field.
5. Hit Enter.

Actual result: Folder is published because that is the first action in the underlying form.
Expected result: Enter doesn't trigger the first action.

Remarks: Publishing is also triggered for a user who doesn't have permission to publish which results in a 403 (see attached).
