Disabled language is available in Content On The Fly.

Steps:

1. Create another language and set it to disabled.
2. Go to Dashboard.
3. Click Create.
4. Open Select language dropdown.

Actual result: Disabled language is available, it's possible to create item in this language and publish it.
Expected result: Disabled language is not available.

Remarks: The language is not available on Content / Content Structure under Create. The language is not available on Page under Create.
