When limitation for 'Users' subtree is used, Admin->Users tab becomes inaccessible.

Steps to reproduce:
1. Create a new user role e.g. "test-role".
2. Add policies presented on policies.png image.
3. Assign created role to a new user, e.g. "test".
4. Login as "test".
5. Try to get to Admin->Users menu tab.

Result:
You will be presented with the following Exception:

An exception has been thrown during the rendering of a template ("User does not have access to 'read' 'content' with: locationId '1'").
