It seems that persistence cache is not working in v3.

I only have 5-10% of cache hits, depending on the page in question, while the same pages in v2 see up to 98%-99% percent of cache hits.

MySQL queries for the same page on v2 and v3 go from ~250 to ~1200, which is an increase of almost 5 times.
