Validation appears even for one anchor after clicking the editor again (for image, embed, custom tag)

Steps:

1. Create new content which contains RichText field, e.g. Folder.
2. Add image/embed/custom tag.
3. Click on anchor icon, fill name and save.
4. Click on anchor icon again

Validation appears even if only one anchor exists on the page.
