Anchor to image not displayed when returning to editor. The same issue occurs for embed.

Steps:

1. Go to Content/Content structure
2. Click Create and select Article
3. Add image in RTE
4. Click anchor icon, fill name and save
5. In other paragraph link to anchor
6. Publish.
7. Edit.

Actual result:

Anchor icon is not displayed next to image.

Expected result:

Anchor icon should be displayed.
