Preconditions:

Two languages exist in application.

Steps:

1. Go to Admin/Content Types/Content/Article
2. Switch into Translations tab
3. Click button
4. Select only a language for new translation (without a language to base on) and click Create
5. When form is opened, click Discard changes

Actual result:

User is unable to discard changes, because is's blocked by validation. Name is empty and validation message appears.

Expected result:

User should be able to discard changes and leave the form.
