I have detailed out the steps to reproduce this bug in the attached video.

Steps:
Login as Admin
1. Publish a content item
2. Edit the content item and save it as a Draft
3. Edit the content item again and save it as another draft
4. Log out and Log in as another user - Yura
5. Navigate to the content item and go to the versions tab

Error 1: Yura cannot edit the content item from the right action bar
*Expected behavior: Yura should be able to edit the content item.

Error 2: In the table for Drafts - I see the Edit icon as well as edit the drafts which are not owned by Yura.
*Expected behavior: Do not show the edit icon for the drafts which are not owned by Yura.
