Currently, when certain Content Type is not allowed for a user (due to limitations or roles), "Publish" button is disabled when entering create/edit Content view. The idea is to have only allowed content types on the list which is visible from the Content->Content Structure view. It will prevent Editor from having to enter content/create view and then being unable to publish content.
