Steps:

1. Go to Content/Content structure and click Create
2. Select File
3. Drag and drop a file and publish
4. Click download button
5. Click any button on left or right menu bar

Actual result:

User is not able to do anything, buttons, tabs don't respond.

Expected result

Every element should be still clickable.
