In legacy ( using simplified xml ), it is possible to add embed tags inside <header> tags. This is not possible using ezoe though, so I think this can be consider as lack of validation and a bug.

In richtext we do not support embeds inside headers, so the conversion tool for ezxmltext to richtext should move such embed tags below the header
