Language-region language codes should cause the Admin panel to be translated

    Description

      As a user with browser configured to fr-FR I want to use the translated admin panel.

      Currently only the "primary" language code (examples: en, fr) will cause the Admin to be translated. Others, like fr-FR will have no effect.
