404 error pages for hidden locations should be tagged in HTTP Cache so it can be purged instantly when content is made visible.

Steps to reproduce

1. Configure Varnish or Symfony Proxy
2. Create an article
3. Open the article on the frontend
4. Hide article main location
5. Open the article on the frontend - you should see 404
6. Unhide article main location
7. Open the article on the frontend

Result
You should still see 404.

Expected result
You should see an article after unhiding.
