I tested this on 5.9, but only 5.4 is available in the issue tracker. I would suspect that it is present in older versions.

When you link to the insides of a page (within the admin) via a URL with a # for example:

https://sitefoobar.com/manage/content/dashboard#bookmarks

(You might have to find a different URL to test with because this depends on the version.)

The problem is, that you are no longer able to scroll to the top of the page.

The fix is to change the height value of the #widthcontrol-handler item
from 5000px to auto.
